The Gym Leader Winona uses Flying-type Pokemon that are mixed with other types. She has Normal/Flying, Steel/Flying, H2o/Flight, and Dragon/Flying Pokemon. Your best bet is to use Electric-blazon Pokemon against Swellow, Skarmory, and Pelipper, then switch to a Pokemon that knows Ice-type attacks for Altaria.
Swellow and Skarmory may try to reduce your Pokemons' accurateness with Double Team and Sand Attack. If y'all have moves that never miss, this is the best time to use them – unless of course you have a quick Pokemon that can bargain a ton of harm before their accurateness is reduced.
